Change in the waiver in annual fee is what actually hurts you. How the 4.25 Percent Value Back Works:
The headline number gets quoted everywhere but rarely explained. It is two separate benefits stacked together.

Cap on the fuel point usage of 1,300 points per billing cycle is the one to take into consideration. This means 10,000 rupees worth of BPCL fuel per month after which fuel expenditures earn base points. For most car owners, this would suffice, but for the heavy ones, this would mean hitting the cap. Points cap on 5X categories is set at 5,000 points per month. Also remember that since 1st of July, 2023, no points are awarded for rental payments.
The UPI Catch on the RuPay Variant:
The second one involves money, although it remains silent in all discussions about the card. You swipe your RuPay fuel card and pay for fuel using the UPI, then there will be no rewards for that fuel and also there will not be any fuel surcharge waiver on that fuel. The whole purpose of this card becomes invalid when you use UPI payment on it because the card itself was meant for the purpose of getting the fuel benefit. Therefore, swiping or tapping of the card at the fuel pump needs to be done.

All other fuel cards provide the surcharge waiver only on transactions above a certain minimum amount of money, which may be Rs 400 or Rs 500. Is the Fee Waiver Still Worth Chasing
Think the math through before deciding on the increased spends. The cost works out to Rs 499 plus GST, which translates to Rs 589 roughly. Spending an additional Rs 50,000 in order to save Rs 589 when the total expenditure is being doubled from Rs 50,000 to Rs 1 lakh is logical if the extra Rs 50,000 was anyways supposed to be spent on some other card. However, if it is the fuel and grocery expenses that would have been done otherwise, then it makes sense to do them using this card.

The core logic has remained intact. With a Rs 499 card, 4.25 percent cash back in fuel, no minimum spend required for the surcharge waiver and therefore maximum benefits for twowheelers and redemption as fuel itself at the time of fuelling is as simple as it gets. The numbers have just got different for light spenders.
Given that the waiver now requires Rs 1 lakh annually rather than Rs 50,000, the SBI BPCL Credit Card remains effectively a free card only when real spend is being routed through it.
